That is difficult to answer/predict. The only reliable method is to watch the YNP website, under "alerts." Road closure and openings are usually announced.

Yes it is open, the construction is at Tom's Trail parking area. You will pass it on the way to Artists Point. The parking is limited, September will be easier....but I would still try to get there early. It has one of the smallest (fewest spaces) parking lots in the park. It is certainly worth going, absolutely beautiful, I wouldn't miss it! Have fun, it's going to be a great trip. Don

The main viewing area is paved. Do you have a handicapped parking tag? If not, you could drop him off at the entrance to the viewing area. Otherwise, it could be a long walk as the parking lot is large. There are several sets of steps and benches or low walls to rest. It's a beautiful spot and the best view of the Canyon.
