Oscar and Emmy winner Kieran Culkin will play Caesar Flickerman in the 'Hunger Games' prequel 'Sunrise on the Reaping,' a role originated by Stanley Tucci in the first four movies.

On Wednesday, "Hunger Games" social media accounts announced that American actress Elle Fanning was cast as Effie Trinket for the newest Hunger Games film installment, "Sunrise on the Reaping."
