Chula Vista’s city manager said she’s ready to declare an emergency if the increasing trash becomes a health hazard.

Republic Services and the Teamsters have been at a standoff since July 1, when 450 local workers went on strike after the union's contract expired. Teamsters are seeking better wages, benefits and stronger labor protections.

Workers have walked off the job in parts of Los Angeles, Orange and San Diego counties, as well as the Bay Area.
