The Incident Commander is the person responsible for all aspects of an emergency response; including quickly developing incident objectives, managing all incident operations, application of resources as well as responsibility for all persons involved.
The Incident Commander (IC) is responsible for the overall management of the incident and determines which Command and General Staff positions to staff in order to maintain a manageable span of control and ensure appropriate attention to the necessary incident management functions.
The Incident Commander is technically not a part of either the General or Command Staff. The Incident Commander is responsible for: • Having clear authority and knowing agency policy. • Ensuring incident safety. • Establishing an Incident Command Post. • Setting priorities, and determining incident objectives and strategies to be followed.
