If you want them to be able to be turned on or off, place the torch on the top of a block and have a redstone current lead into said block. This will make the torch turn off whenever power is applied to the redstone.

Nov 2, 2021 · The redstone lantern differs from the other lamps in that it can send out a redstone signal to any redstone component touching its faces (except for the face it's hanging from/sitting on). The redstone lantern is crafted in the same way as a normal lantern, but with a redstone torch in place of a regular torch.

The observer sends a Redstone signal into the bottom lamp, which allows it to power all the lamps it's touching. I think it's called a strong signal. Reply reply

Jun 11, 2018 · When a sword is shot up into the hopper it gives a signal of more than 1, so if you connect the Lantern 2 redstone away then it will only turn on when the sword is dispensed. This is a basic random generator. You can chain them to make them more random, and then you just put it on a timed loop to run it indefinitely

Basically, the minecart travels around the detector rails, turning the lights on and off in sequence. It then bumps off onto the speed rails in the corners, and triggers the next side of lights.
