
Phase 2 submissions will be reviewed on a quarterly basis beginning in summer 2024 through summer 2025. The U.S. Department of Energy (DOE) Buildings Upgrade Prize (Buildings UP) will be governed by 15 U.S.C. §3719 and this Official Rules document.

These 45 teams, which won the first of four possible sources of funding, all share one thing in common – a compelling, innovative, and actionable idea to launch a community-focused building retrofit initiative.
Launched in January 2023, Buildings UP is designed to rapidly scale energy efficiency and efficient electrification building upgrades in communities across the country. The prize is envisioned to consist of four phases over approximately five years. Application support prizes available for new and under-resourced teams.
Phase 1: Hazardous Material Removal – LA County Recovers
Phase 2 requires permission from the owner through the “right of entry” or ROE process. Also, while Phase 1 is automatic, residents must opt into Phase 2. Keep in mind, Phases 1 and 2 may be taking place simultaneously in different areas. The Army Corps can begin Phase 2 work in a particular area once Phase 1 work is complete there.
